You might want to think about just getting new polished Stainless Steel nipples and leaving them that way.
If you powder coat the originals there is a chance that the coating on one of more could get damaged (even if you can't see it) during the reassembly process.
It might not mean anything this year, but a year or two down the road they could start to rust underneath the cracked coating and make a mess of a nice looking wheel.
Using polished Stainless Steel ones would completely eliminated that possibility as well as making it easier to keep them clean and shiny in the bargain.
