Default Aligning Rocker box covers

I am reassembling the top end after replacing cams in my 05 TC88 and I am having keeping the rocker box covers aligned. Being a wedge design as I tighten the bolts the top cover slides down the lower cover towards the right side of the engine. I had the chrome caps from MOCO on the rocker bolts before but now I can't get the ones on the right bolts on because the covers have slid to the right leaving no space for the bolt covers to slide between the bolts and the covers. I have tried every thing I know bt they still slide when I tighten the bolts. All parts and covers are super clean. Any advise

Are you tightening them in the proper sequence

Try installing the bolts on the higher end of the slope, but don't fully tighten them. Snap on the covers on those bolts, for the time being. Install the lower bolts now, but don't fully tighten them. Snap the bolt covers on these. Go back and remove the upper bolt covers and tighten them a bit more, then do the same with the lowers. Tighten in sequence until their tightened to specs. Doing this should hold the cover in place and keep everything squared up.

I tried putting the covers on the bolts after lightly tightening the bolts snug first, then starting with the the first bolt in the sequence torque each bolt 1/2 the spec and even then the cover slides and if you remove the cover to torque the long bolts in sequence then the covers won't go back on. I remember the cover being flush with each other before and now the top overlaps the lower by maybe 3/16 in. I have the OEM service manual and am following the correct sequence.
