I am also in the 7.5 range. It does look like it's been cared for but it is so hard to tell by pictures and also whats behind those cases and under those heads. It is and has been a MAJOR buyers market for sometime now. There are TONS of great deals out there. Patiance is the key. I waited and got exactly what I wanted, some say I paid to much but a TON came with my bike, stuff I would have had to do so patiance is the key. He can wait people out and get ecactly what he wants and for the price he wants to pay if he looks, wait's and watch's. It's winter, time is on his side. Good luck guys!
I'm even leaning more like $7 to $7.2K. As others have said, NADA (which many banks use to value for loans) is only at $8K and I've seen much newer with a lot less mileage going for under $10K. There are a lot of great deals out there, just be patient and keep looking if they don't want to deal.
Having said all that, someone asking $9.8 is probably going to be offended by the low ball offer I suggested. But that's way toooo much IMO for a 2000 with 14,000 miles.
