I have not lowered the front of a bike, I have seen some done and I think they used Barons spring kit for the forks.

You need to be careful. If you get that front end down a little too much, you could have head shake at the slightest bump in the road. I have seen it happen from one of those reflectors glued to the middle of the road. If it happends, do not get on the brakes, you probably gonna make it worse...hit the gas to settle the rear end and lift the front end to get it to stop shaking. Not normal reaction but be aware and ready react correctly.
In MX we used to slide the forks up a little in the tripple clamps and adjust the rear shock so the smaller kids could touch the ground the bigger bikes. I seen the dreaded head shake happen more than once.

It sounds to me like something else would cause that head shake. Low tire pressure? Steering head bearings? Out of balance tire? I have never heard of a lowering kit installed properly causing a head shake. But maybe I am lacking in knowledge. Anyone else?

The proper way to lower the front end is to install shorter for tubes. Shortening the springs is not the best but it will not cause the wobble described above.
