I honestly don't think an exhaust flange will help your problem. As for the exhaust cones, I have spoke to several HD mechanics that said those were originally designed for evo style motors. The twin cam has a different exhaust port design so there is really no benefit of using torque cones on a twin cam motor. Atleast that is what I have been told.
