I have been working with a guy out in CA who makes some very beautiful seats and he is extremely meticulous about them.
He does not put bolts on his 2-up pans but uses velcro instead. I told him that won't work for me because I will constantly need to swap the seat for my solo.
He said he would instead put a section cup on the end (the seat will still have a metal tongue to go into the frame).
I've not heard of this. Er... how safe is that? Does anyone here have that?
I've seen passenger pillions will just suction cups, but never a complete 2 up seat...... Not sure I'd like that. Definitely wouldn't have velcro holding one on either.

The Heartland seat i have is suction cupped and in my opinion its SH*T
Suction cups work very well and so would Velcro, given that while it may not have a huge strength factor when it comes to separation, it does have good shear strength.
I have a suction cup passenger pad. Works very well. It will fly off the bike if not being sat on though once the cups dry out.
If it cant have a back screw because it extends too far down the fender then is it possible to get it with frame tabs? All late model softails have these threaded screw holes in the frame.
If you're sitting on it, where's it gonna go? Lots of custom builders who don't use bolts to hold the seat in place. Just a tab and your ***! If you fly off the bike, I'm sure the seat will be the least of your worries!
Peg: Is this going to be a custom seat, pan and all? Fiberglass mold? If so, that seat will be made exclusively for your bike and I wouldn't worry. As far as lick-n-sticks, my passenger pad is just that, and my wife likes it better than the stocker.
