stupid handle bar question
The bars on my 05 heritage are loose. I can move them up and down fairly easy but they have some bolt covers on the top of the bolts in the top clamp. I cant get the covers off for anything. I have tried to pull them, tap them, I even tried to pry them off with a pocket knife and they wont budge. I need to figure out how to pop them off so I can tighten the bolts.

Or try to grab the top with vise grips if you're not worried about reusing them.

Lightly tap a nail into the center of the cap, the edges may pop up a bit so you can pry or grab them.
or
drill a real little hole then screw in a small screw and pull that with a pliers
