Gonna be a tough one, completely aftermarket. My thoughts, start searchin frame manufacturers....

that definitely is no harley frame nor softail for that matter. from the looks of the fender struts and ac, it seems to be aftermarket. the only thing that looks hd is the springer which looks like a fl heritage springer front end, but that's about it.
