It's for the emissions. HDI models have an active intake and ehxausts. I think the airbox and rear exhaust headpipe have servo controlled flappers. I not sure how all this works, not even sure if it is for noise or exhaust emissions.
Have a look at your rear cylinder pipe. You will see the O2 sensor near the cylinder. Follow the pipe down and if your bike has the "flapper valve" it is just before the muffler, near the passenger foot peg.
I am in Singapore so it sounds like its our bikes that have this. I don't believe its for emission reasons though. The dealer said the butterfly closes when the engine is below 1500RPM. When you accelerate it opens. This has something to do with adding back pressure and he also said it improves torque for moving off. This dealer rarely knows what he is talking about so I am suspicious about this explanation. The guy at the Power Commander shop said he calls them "power valves". He usually does sport bikes and said he will get it sorted while he is working on the PC IIIinstillation for me.
The light being on is a pain in the butt as I will not know if there is another engine fault and its also distracting to see it on.
Sorry HDI stands for HD International. HD sells three models, I think. 49 states, California, and international. Ca., has a charcoal can for fuel vapers, and international have active exhaust and intakes.

Hi XTrooper,
What did they do with the servo that was connected to the butterfly valve in the rear cylinder pipe on the original system. If you have a look at the old system you will find it in the rear cylinder pipe just before the muffler. The dealer here says the warning light is on because this servo is disconnected now I have the V & H pipes on.
The bike is in the shop now (not HD) getting the SE air intake and PC III fitted. The tech wants to get the light to go out before he runs it up.
Thanks for your help guys, afteryouradvise I went to a UK forum and they were discussing it there. Looks like I need to fit a resistor in the plug for this servo that is similar to the one PC uses for the O2 eliminators. My PC guy here is working on it. I contacted V & H and they say they have only just become aware of the issue and actually have a HDI Softail delivered which they are working on.
FYI,...I had a crash on the bike when it was just 1 week old, bent the handle bars, fork tubes and lower triple tree. A guy on a 110cc scooter decided to run a red light in Thailand and I collected him. Anyway back on the road now including narrow beach bars and chrome sliders. Will post some pics when I get it back from the PC / Dyno shop.
hi im just going down the same track as you so am watching with intrest, have brought a powercommander111 and read the instructions and it says to remove the 02 sensors as there not needed so iv been trying to get some pipes with out the sockets on them , also talked to a guy about the fault light he said ya need to get a link wire made up to plug in so the fault light dosnt came up, and that the valve is only there to direct the exhaust into the lower pipe to cut down the noise.
