I think the chrome will give it contrast, especially since you have chrome pipes already. I like the blacked out look also, but prefer it when there are one or 2 pieces of chrome to offset it...it's the same reason I believe an all chrome bike with no black looks like $hit!!!
Even though you are discriminating by not seeking a chrome ****** input, I'll give you mine.
Being that this doesn't appear to be anything else on the frontend chrome, I'd black out the bars and controls. To me they would stand out to much if they were left chrome?

I am torn man. I do think they look good chrome. I do think that if you leave them chrome, maybe you should think about getting the risers PCed gloss black. Make it so it is just the bars that stick out, if that makes sense...
EDIT: I just went back and looked at your pics again. I can tell you what I would do, but it would require some *****. Get you a few red scoth brite pads and some WD-40. Give the bars and you exhaust a "brushed finish" I think that would tie in better with the stock polished engine covers. They have a slightly dingy look to them and I think that would really tie in well. I did it to the muffler on my exhaust. It is not hard to do, just time consuming. I practiced on some old heat shields I had from some stock exhausts. This is the same method used by Exile Cycles to get the brushed look. I am considering doing it to the front end of my bike also....
