Wind? Engine? Wheels? Road? Combination? From air hitting the mirrors or bike transferring up into the mirrors. Nail down the source then it can be dealt with. Spoke wheels/trued? Good tires/balance? Engine have a lot of buzzing going on? Time for a 6-speed or bigger front pulley? Softails inherently are going to have some buzz due to the solid mount engine, even though they're supposedly balanced.
If the buzzing is coming from other sources (bike, road, etc) rather than just wind, you might also consider different handlebar dampers from the stocks... Looks like an easy enough swap too. Might be an easy fix.

Why? Is it a common problem? My old Yamaha 700 Maxum was FAR worse then my Custom, it started shaking the crap out of the mirrors above 10/15mph and they were virtually worthless unless you were sitting at a light. And that was one of those "supposedly" smooth inline 4 bangers. Instead it would buzz the crap out of your hands and arms so bad that after 40 or 50 miles you needed 4 or 5minutes of rubbing your hands together to get the feeling back.
By contrast the mirrors on myCustomsare rock steady and no problem at all at any speed I'm dumb enough to try riding it at. Outside of a Goldwing I tried out its the only bike I have ridden recently that's hadmirrors that were usable at any speed. But I still look around all the time. I have never bothered totrust them for much more than watching the car behind me at a traffic light.
I've noticed it but just accepted it as one of those "eh, it's a harley" situations.. Never gets so bad I can't actually see a car coming up though.. regardless of speed.. It just blurs up a little.
Well, I thought it was a common problem based on my interaction with other bikers within my circle. I am beginning to think I am wrong, though. Maybe we should have a poll.
Having my 5000 miles service next Wednesday. Do they balance the tires during this service? My mirrors only "blur-up" above 70mph. Any speed below that, they are perfect. Haven't checked them since I tightened up those 2 screws on the back of the mirrors though.
