S-100 Total Cycle Finish Restorer...comes in a 9 oz red tube for about $9.00 and is hands down the best remover I've ever used. Now, if you've got crap that is welded onto the pipes or heatshields, maybe you got worse problems. But for the occasional boot on the heatshield fix, this is it.

Worked like a charm! Pipes were cold, let it sit for 20 or so minutes. Wiped it off with damp cloth, then dry cloth. No elbow grease required.
