Could be. Did it run fine prior to the fuel pack? I'm not good with this kind of stuff but from word of mouth I have not heard good things about the V&H fuel pack.
Stalling or stumbling when coming to a stop is not uncommon with the Fuel Pak. There is a parameter that you can adjust that may fix it. Mixed results from what I have read, but worth a try.

I don't know if your fuel pak is the same as mine (I have a 2011 Heritage), but I suspect that there is a throttle calibration mode on yours. On mine it is mode 19, and you roll the throttle from minimum to maximum (with the engine NOT running). If you neglect mode 19, you can get weird results.
Disconnect the FP & see how bike runs...this will help determine if it's the tuner, or not.

+1 on disconnecting the Fuelpak and seeing how the bike runs. Never heard about a "common" problem with the Fuelpak. Last year when you installed the Fuelpak, did the problem show up right away or did it show up after some time elapsed?
I would get in touch with V&H and explain to them what is happening. They will probably review what you have done to your bike and suggest the latest settings for the Fuelpak. They should be able to help you identify a "bad" unit and if so be able to warranty or replace the unit. While it is possible that the unit could fail, it's only one possibility!
I love the V&H exhaust, but I really had trouble with Fuel Pak. It seemed to be okay until I went on a road trip with some friends. My scoot would backfire at high speed and then just shut down. After a little swearing it would start again, but I never trusted it away from home. It actually stopped right in front of the local Harley shop 10 minutes before closing. The guys at V&H were great on replacing the unit (twice...I have two in boxes). I finally just sprang for the cost and bought a se race tuner. Haven't had any problems, since.
