You are 100% right, the factory HD re-map for stage 1 only adjust or matchs air flow ratio changes to the new air cleaners increased air flow but keeps things EPA friendly. There are some small fuel increases along the fuel curve but they are still within set limits to smooth things out. Also the HD re-map increases the RPM set point from 5500 to 6200 this is a big plus with the 96 & 103 power plant configurations.

With that said to get to the original question?? it is not necessary to have it dyno'ed the bike will run OK without the HD re-map or fuel controler added with just the slip ons & stage 1 air cleaner and more than likely do ok. I really suggest at least getting the HD stage 1 re-map for the fuel curve & RPM inc adjustment along with the stage 1 air cleaner & muffler upgrades . The new HD factory ECM does a pretty darn good job of adjusting for these small changes but will keep things EPA compliant.

My new 2012 Fat Boy 103 has the V&H Twin Slash slip on round mufflers with the quiet battles & the HD re-map & stage 1 air cleaner (no Dyno done) & the bike runs just fine, nice & smooth good gas milage average 42 mpg, good power, no serging & nice sound ( plus the cats are gone they are in the original mufflers) I can not complain considering all. I would suggest the stage 1 & mufflers plus the HD-re-map from a cost stand point & give things a try first & see how you like it, you may be supprised...
