If you are going to ride at highway speed, be prepared for some vibrations, for some this was so annoying they moved to rubber mount (dyna/ultra) or even Japs, for some, this Vibration is the heart and soul of Harley.
TwinCams and sporties after 2004 all have no Vibs communicated to you either by rubber mounting or counterblancing the Engint.
Aside from this, Evo's are bullet proof Engines, older bikes are fun to own and work on.
Thy'ere worth close to $5000 parted out. IF it runs and drives straight it's a deal. 10,000 is pretty low are you sure it's the OEM speedo? The engine should have very little paint chipping if that's real miles. Post up a pic and we can give you more info.
The guy i know that has it bought it from a man that has Plenty of money and several toys. He had it from new, kept it stock in a garage and rode it every once in a while....the guy that bought it from him doesn't have time to ride....

I have an '89 Softail Custom that's pretty much original (the "Bar Bitch"). I bought it from a guy that told me it wasn't used much. Payed top dollar for it cuz it looked real clean. Ended up having quite a few issues with it. The guy I bought from was a motorcycle cop so I thought he probably kept up with it. WRONG.
A few things that needed attention were the inside ceiling of the gas tank rusted and sent all the sediment into the carb, the wiring was butchered by someone and it had to be rewired, needed a Stator cuz it wasn't charging, the tires were drying out, leaked oil.... etc.
Every time I sat on the damn thing I found something wrong with for a while. The most recent thing that needs attention is the rear swing arm bushings.
Friggin hated the bike and was pissed at myself for buying it without going through it better.
BUT, once I got it straightened out I started to really like the bike. There's pics in my albums.

You know the funny thing for me on the vibes is that yeah my EVO is a little worse than my twin cam but I just don't notice it much. Maybe because the chopper I used to had even had solid mount risers. Plus I leave the rubber foot pegs on my current bike and that makes a world of difference.

Nice looking bike man. Sounds like my story on my primary. I did not notice it on the test drive BUT after the bike got warm I had a nice clunk from my primary. And the primary cover was leaking and the stator plug was leaking. Was going to have to replace the clutch hub so I said F-it and put in a BDL primary. All problems solved.
Don't let anyone scare you about the "Vibe", it's a slight buzz in the handle bars. I expected a lot more when I first got one. Now the Softail Twinkies are smooth as silk, too smooth for me. So if you go from a twinkie to a evo you'll notice the vibe.
Sorry, I'm distracted by the Olympics here, meant to say I had an 92 Evo FXR for a few years, and apart from the return spring in the gearbox breaking I had no trouble with it, and that was the year that Harley's went from the Torrington bearings to the Inla ones that were said to be crap.
