I have 17" Carlini Pist Apes and i know exactly how you feel. My Heritage came with a detachable windshield and i slap that sucker on every time i go on a long haul and mine works just fine. True the bike doesn't look that great with it on but it makes a world of difference.
+1 on that. I have 16 apes on mine and had the same problem. Got me a Mustang seat with detachable backrest. Problem solved. With backsupport you can take any wind that comes.
Also cut my windshield down to very low. Followed the instructions in the video posted also in this thread. It was a very easy job and it works great. Even though it is very low it still does the job and i can put the apes in any angle now.
I just rode a 500 miles round trip ride on my fatboy. I have 16" bars with 4" risers and i didnt have any problems. When i got behind a semi i get blown around though but so does every other bike. When im wearing leather i sometimes get the kite feeling and sometimes my german style helmet can catch alot of wind and cause it.

I dont have a backrest but i have a bag i put on for longer trips that acts as a backrest. It helps alot for sure.
