I understand going to the end of the fender. I even like that look. More so on some bikes than others. Just don't get 2' of pipe hanging off the back. But it isn't my bike, sooooo.....

if you want to know if it can be done check this site and you will get all the info you need i had my local Harley dealer call me asking about a 21 inch wheel and tire where to get the tire and what was available.quite often they tell you it cant be done because it saids it wont fit. the guys on this site make things fit and could teach them a few things
