sorry to hear that, when I installed my HD mirrors with LED lights the instructions said I had to keep the stock signals, so I did, later I disconnected them and it still worked but flashed faster some times, when I replaced the rear with LEDs I went ahead and installed a load EQ due to the price and plug and play. you may want to go ahead and install them and see what happens?
I have an '04 I have LED signals - no load equalizer
(my signals just flash twice as fast, but I don't mind --- had a cop tell me they were more noticable that way too lol)
I replaced all lightd to led. The headlight and brakelight do not need a load equalizer. My indy told me to put one load equalizer in thr system for all 4 turn signals and sold me a $10 load equalizer. I followed the intsuctions and works like a champ. I did try it without just to see what would happen and sometimes they would blink super fast other times not at all and sometimes be fine.
Eventually I might replace the back turn signals and headlamp with LED, if I understand correctly I will need one Load Equalizer for the front, one for the back...and maybe ( I need to research) one for the headlamp.
The Rocker comes from the factory with LEDs on the rear.

The Rocker rear LEDs are a stupid 6v system with 3 wires, so when you do different LEDs in the rear you need to use not just a load equalizer but something to fix the signal running to the new lights that will only have 2 wires and will probably be 12v. Badlands illuminator does this and is a load equalizer. I did this at the same time as doing front LEDs and I did not need another equalizer for the front.
So what is the breaking point for "older" and "newer" on the model years ? In the near future i'm going to be ordering the panacea light kit,delete the rear turns and go with a single LED for each side of the front signals all this on my 05' fatty. I've been trying to do my homework on the subject of the LE's and the more I read the more confused I become
The biggest benefit to the Badlands LE and the reason it costs a bit more, it does not heat up like some others do. Some heat to the point they eventually fail
OK, Im leaning towards buying the Badlands Plug In Style Turn Signal Load Equalizer III. Harley HD 96-10 FXST FLST, so far it is $73 shipped. The good thing about this LE is that I will have to buy just one and if I decide to upgrade the back LED lights and headlamp it will fix all (HD Headlamp is really expensive right now $400+...I will have to wait...)
Also, FYI Rocker owners, the Kuryakyn 4837 Load Equalizer Adapter, doesn't work for the Rocker, per online chat with Kuryakyn tech.
Ill install the mirrors over the weekend and test...then decide if I need the LE. I will keep searching...great info from all...
I suggest you just do the LE. The mirrors may work fine at first, but start acting nuts later. The headlight has NO bearing on needing a load equalizer. The LEs are only for LEDs used as turn signals. They basically provide resistance so that the turn signals don't blink fast. Without it, the LED doesn't draw enough power so the turn signal module will think there is a bulb failure and cause fast blinking. Thats why the headlight doesn't make a difference. Same with a tail light.
