Springer neck bearing question

Default Springer neck bearing question

So i just finished doing my first service on my bike, meaning I didn't have the dealer do it, I did all the work, any way, I was checking the neck bearing adjustment and noticed when I put the neck bearing tool on that they seemed to be adjusted all the way, I could barely get the tool onto the adjustment point as the threaded bolt portion is protruding so high. Is this a sign that they have been adjusted as far as they will go by the dealership during previous services, or is this somewhat normal? Any help would be great.
