Default 1999 Starter help

Just rebuilt my 1999 FXST. Long story short, it wont turnover. I can hear the relay clicking for the starter, but that's it. Checked the fuses; good. 30A breaker; good. Al the wiring is in place (based on schematic). Checked the Solenoid Terminal, it reads 12.5V, checked the green wire that comes from the relay, also reads around 12.5V. Then, I put a Solenoid push button, which was advised by by Indy that would help eliminate some of the trouble shooting. Well that didn't work either. The plunger appears to be making contact, I wish I knew what else I could check. I'm at a loss here.

Any suggestions, this is becoming very trying.

did you do a load test on the battery?

Battery is brand new... I found the problem though, didn't have a solid ground. Grounded it good and it turned right over. It also started and sounds great!
