I was having issues with my cel coming on and off and losing power to my dash altogether. I used the dtc process and found out it was throwing P0563 battery voltage high efi. Took it to the dealer as im still under my 1000 mile warranty and they said my negative terminal was a little loose so they tightened it and cleared the code. Its throwing the same code today minus losing power to my dash. I overheard the tech at the dealer say the alternator was not overcharging which im assuming is a good thing. Im just at a loss on what else it could be besides the voltage regulator? Any help is greatly appreciated.
To check voltage regulator, 1st make sure battery has a full charge to crank bike. Put a voltmeter across battery terminals when bike is running. Slowly rev motor. Voltmeter should show an increase up to 14V to 14.5V. If voltmeter is not moving or it's reading way above 14V, then voltage regulator is bad.
Sounds like a bad voltage regulator. After a full battery charge and you ride the bike for let's say a few hours then put it up for a day or so and you try to crank it and it does have enough juice to start the motor but the headlight is pretty bright, it probably is the voltage regulator. VR is not controlling the voltage provided from the stator.

Last night my instrument panel lights started shutting on and off - bike was running fine.
DTCs read: P0563/b0563 (Battery Voltage High) and b1006/b1007 (Line Overvoltage Instruments).
Put a volt meter to battery - reads 17 volts when revving the engine.
Question 1: Could the problem be anything OTHER THAN the regulator?
Question 2: Does anyone recommend any of the aftermarket regs (Accel, Volt Tech, Drag Spec, etc.) over the OEM Harley part?

at 17 volts that is way too much, around 14 is where its suppose too be.. also at them volts check your battery for fluid/acid as that can lead too the battery getting too hot and boiling the acid, stuffing the battery.. voltage 13.8 to 14 when checked.. IT also could be a loose earth some where or your instruments causing the issue .
