Heritage Softail Saddlebag Differences
I've never heard of heritage bags having snap closures (if I'm understanding you correctly, these are in addition to the buckles), only the quick release buckles. Sounds to me like the dealer replaced the left side with knock-offs or used bags...
There have been subtle changes to the bags over the years, but they all look the same. They all have two straps with snap buckles. To my knowledge none have stiffeners fitted, unless the Harley stiffeners have been fitted, which is a metal frame which goes around the top of the bag. Or a kit has been fitted like saggy bags. They should all have a brace bar fitted from the bottom of the bag to the frame, which a lot don't bother with.
Ur explanation doesn't make sense with what I've seen.
Sure is diff than my 07 bags..

I have owned a 2006, 2011 and now 2013 Heritage Softail. None of my bags came as you discribed for the L/H bag. I installed the HD Heritage Flat Top & Lock Kit P/N 88373-10A. The kit comes with plastice reinforce for the lids and a metal ring for the bag opening. Sounds like your left bag has part of this kit or part of "Got Saggy Bags Kit".
