Default trouble removing ECM

I am trying to unbolt the ecm from the plastic tray, on my 2007 Deluxe. The 4 allen cap bolts are just "spinning" and not backing out, any suggestions?? I am going to install a PCV and need to change the plastic tray with a deeper one for clearance.
also is it better to attach the PCV under or on top of the ecm? thanks

i think there may be 4 nuts under the fender holding them on, no?

I have the plastic tray out, with the ecm still attached , no nuts under the plastic tray..just plastic, I can see the ends of the bolts just barely sticking out.
hmm, something seems wierd... they just keep spinning with the allen wrench.

There are PEM nuts pressed into the plastic. If they are spinning, they should now just pull out of the tray and you should be able to get the screw out them with a pliers and the wrench. Pretty odd for this to happen, PEM nuts are pretty secure.

So what are PEM nuts? should they pull out from the bottom of the tray? I relly didn't see them. I will have to examine closely tomorrow, as I am at work now.

They'll look like little brass rings pressed into the tray, probably serrated around the outside diameter. If those are spinning, try grabbing the cap screws gently with a vise grip and pulling while you turn the screw.
