I wish I had a good answer for you. I went over this a thousand times in my head and bounced it off a lot of other people and could not get any thing that makes sense.

Old horn works perfect with old horn cover.
Old horn does not work with new horn cover.
New horn cover works perfect on buddy's RK.
New horn works perfect on new horn cover.

I am still as confused as the first day, b/c my New Cover would work with the old horn, until I tightened the nut. This would make you think it was an issue with the torque on the horn. However, I could tighten it down as tight as I wanted on the old cover and it would work great so that rules the torque thing out. Next, you may think it is due to the horn not grounding properly to the new cover, however, the horn grounds through the black wire on the terminal, not the cover it self. So that idea is out too. All I know is a changed my horn and it works. The tech I spoke with said they see this a lot and 90% of the time they put a new horn on and it works. He did tell me that on the back of the horns, there is a round hole filled with silicon. Under the silicon is an adjustment screw that is used to adjust the tone of the horn. As a last resort, you can dig the silicon out and play with the screw to see if that helps. I did not do this b/c I was already buying the horn but you may try that. He said it won't damage the horn, and you can always refill the hole with silicon.

Good luck man, I know it is frustrating...

The worst thing is there is still no explanation that makes sense...

Thanks Man. The crazy thing is I had it to the point of working when you had the bike in motion but when it was at a complete stop you would get the dreaded muffled sound. I may have to take a 6 pack out to the garage and just tinker with it. I will try the silicone thing. Why the hell would harley make something so f___ up and still sale it?
