Bars I would like to at or slightly below shoulder height. I don't want it to look like ape hangers but would like to be able to sit back a little bit and not feel like I'm leaning forward like a street bike. Budget pretty much open. Length of the bike would stay the same but maybe lowered a little bit. I'd ride solo most of the time but the option for a second would be nice.

Well, I like Carlini Bars, and BR Customs could probably make you some sort of taller drag bar maybe? For lowering, you can lower the stock shocks for $25-100 depending on which parts you use. Or you can buy lowering shocks for $200-500. Or you can buy air ride for $1000 and up.
