CandlePower Headlight Not Bright Enough?

I just installed a new CP headlight with the H4 bulb and its so dim. My 55w passing lights are waaaaay brighter. Not happy with the results. Any suggestions?

I have run the same headlight on the last 3 H-D's. The problem is the blue tinted bulb that comes with it. I run the Osram Rallye 70/65w +50 H4 bulb 64205 with great results.
