Going to lower the bike

The bike is at stock height right now, but I read around that the bike could be lowered with real cheap lowering bolts. The thing is that all the lowering bolts for $15 show years 2000 and up. Is the suspension really that different that I couldn't use these on my 1999?

The 99 and later softails use the older style mounting kit, different from the 2000 and newer, I got these ones they work good......

I saw these but I was hoping for the 15$ price tag instead. If I'm gonna spend 45, I saw Arlen Ness has the whole kit including rear, front and a shortened kick stand for 158. How necessary is it to lower the front to match the back?

I have lowered two previous bikes in the back without doing the front. My current bike is about to get lowered in the back 1" without lowering the front...
