I can tell you from experience that +2" forward controls will hit the back of a Heritage Classic, fender. The standards stretched me out a lot over the floorboards., I am 6'. Good luck.

I am 6'4" and went with the Pro One +2 forward controls, and yep craig is right it will hit the back of the stock fender, but thats why the biker gods created fatboys, their front fenders fit just fine, and give the bike a distinctive look. I also had some foam removed from my stock seat, no complaints now, it fits me like a tailored suit...also lowered the back end 2" and installeda hawghalters 3deg tripple tree...just cause i could.

Or you could do like I did and get the extended rider floorboards for the touring modles (they fit the softails too) along with some Kuryakyn Mk III highway pegs (the ones that mount to the bottom of the floor board with some work because they wernt designed for the extended rider boards) and get the extra lenght you need there. The floor boards move your feet up 2 inches and only cost about 80 bucks. You will need to get the extended rear break peddle though just to make it easier to use your rear break.
