Surprised Rocket Bob was that expensive, probably because he doesn't do Fatboys so yours could have been a one off, good things don't come cheap, you could try Warneke and Faust they're a German company but I don't think they'll be cheap either, another guy you could try is P&D custom bikes in Slinfold near Horsham they do raking and fabrication work they might be able to make you a fender from scatch or modifie your existing one and their place is next to a very good custom painter should you ever need one. Have you thought about the duck tail fender that's on the Harley Nightrains that would probably fit, although a lot of people on here don't like them.
One last thing to consider with a chopped rear fender is to get the right look you've got to lower you bike at least 2" at the back which leaves very little room for suspension travel, you hit a pothole especially with a passenger you better have a strong back, which is the reason I didn't go with a Heartlands kit for my Nightrain, ideal setup is an Airide but that's whole lot more money.

Well you do have some options first Bitchin Seat makes a seat for the RSD kit for softail semi custom for 7-800 dollars. or if you are any good at fiberglass I took the RSD tracker seat apart and added about 2" to front and about 1" along sides this with fiberglass and then had foam added and recovered. This added 2" overall to width and filled in the gap to meet tank. Cost me about $30 for fiberglass materials and 150 to foam and recover seat.
P.S. The signature pic shows seat before modification. I didnt like the gap between the tank!

i think mine might be more than 2" and at 1" you'd probably be ok. if i ever decide i want it perfect i will get a bitchin seat and it will look 10 times better! here's some close up pics of the seat to tank (stock bib).... i will be posting a thread soon with all the details of what i had to do with some better pics of the bike. it looks way better when you see the full bike!!!

there's probably an easy way to make a bib or fab something up to make it look better, or take off the fabric and extend the padding for the rsd seat... but it doesn't bother me, when your looking it as a whole bike it fits pretty good.
