Have you tried putting your original tank back on to see if the bike performance improves?
What tank did you put on and is it factory or aftermarket?
Does sound like it's electrical or vacuum related.
I threw an aftermarket 4.5 sportster tank on. I went thew at at least 5 entire tanks before I brought it in so it couldn't of been the gas. I don't think they tried to the old "peanut" shaped tank.
I honestly don't know what an "electrical" issue would sound like but it definitely sounds like its not getting the proper fuel. Throttle seems like its being revved at low RPMS at times. backfires and all the nasty symptoms. I'm sure the wizards Dudley Perkins will sort it all out.

The "breaker box" is a Harley specialty tool, the "breakout box." It's basically a box you hook up to the bike in one connector. The box has a lot of small, numbered connectors in it that you can use to test and isolate certain circuits without having to go and find individual connectors and wires in the main harness. Usually only Harley dealers have them. They're pretty expensive.
Happy to report the bike is back to running normal and even BETTER than before. The boys at Dudley Perkins are awesome.
Since I wasn't getting any error codes they literally started at one end and had to go through the entire bike. It ended up being bad fuel injectors. All other symptoms that normally any mechanic would go through ended up not panning out given the indicating symptoms.
