I smell a rat! I think you will find that SEPST he is trying to 'sell' is something he should have included with your bike, as part of the sale. It is probably permantly linked to your bike via that dyno tune you mentioned and is useless to anyone else. I suggest you talk to the dealer and get to the bottom of what is on your bike and confirm what that SEPST actually is. The rack may be worth 100, if only to get that SEPST! The other parts you mention are probably fine.
I bought it from a dealer and they got him in touch with me because they didn't take the stock seats, tuner or luggage rack as part of the trade. So he's trying to unload stuff that he doesn't need and I'm trying to get a deal. He's selling the tuner and the HD luggage rack for $100. I don't really need the rack, but it may be useful someday.
this is mean but, offer the guy 80 for everything. you can sell off what you dont need for $ to do other stuff to you new toy. he should really just give you the tuner... it's worthless otherwise.

I thought I read that the race tuner reprogram s the ecu but does not stay on the bike. It requires a laptop to change the tune then upload to the bike? There shouldn't be anything that I can see on the bike, right?

It seems like a good deal to me if it's something I need or can use. I'm not really interested in the rack, but could possibly use it someday. The previous owner seems to be a good guy and I don't think he's trying to screw me.
I also think you should get a couple of cables with the orange SEPST, which will help any further tuning you may do to your bike.
Indeed it does need the cables, but they don't come with them, or at least they don't in the UK, as the dealer/dyno tuner has their own connecting cables. You just get the box in case you need to return it to the dealer/dyno tuner for other work. My cable cost me Ł60 but typically its much cheaper in teh States. The SEPST is a great bit of kit and will do all you want to do, but it isn't user friendly, unless your familiar with that kind of software?
The aftermarket tuners are much more user friendly and easy to operate with plenty of online tutorials from their manufacturers.

Nope. The tuner would not be on the bike. The rack might be useful to you. I use mine quite a bit.
