Overpants with armor during cold weather. Work great. Regular jeans if it's cold, fleece lined jeans when it's really cold. The overpants completely stop the wind.
Leather over pants. They are no more bulky than chaps when rolled and make it easy to stay warm. I never use my chaps. Both are quality and lined, but the over pants are way more flexible 4 season than the chaps for the same space rolled up when removed
My overpants are as easy and faster to don or remove than the chaps. Same full zip on the side of the legs, then button, zip the fly, and ride.

I'm working on the cold weather gear. This is my first winter with my new bike, I'm at 7000 feet but we do get our dry times that the roads dry up and it's safe enough to ride, just stay away from the roads edge because they use volcanic cinders mixed with alittle salt here. As far as the gear for the colder rides, looked into the heated gear it just starts getting pricey. I have a good leather "Fast lane" riding jacket with a liner, working on some "Chaps" for the convenience of shedding if I need to and a "Balaclava" for under my full face helmet and a good pair of "Gauntlet style"winter time riding gloves.
Another vote for the Leather Overpants. They are roughly the same price as Chaps so why not get the overpants which will provide more coverage and protection from the road and elements!
A nice gortex or fleece lined vest is also a good item to wear because it doesn't add too much bulk under your jacket but it will help your core warm and deflect the wind chill that gets through your jacket
