IMHO, a bike with a salvaged title is only good as a donor of parts. I would make sure your state will allow you to register a salvaged vehicle, and while you're at it, find out if anyone will issue insurance on it and what that would cost. Personally, I would turn around and walk away from a bike with a salvaged title - unless it had some decent parts I needed.
Thank you all very much for your advice! I offered $2,000 and was told no, and that he had turned down $2,500 multiple times.
So... I guess he can keep sitting on that bike because I am definitely not paying that much for it!! haha
I will attempt to be patient and keep watching for one that I love ( In my price range) to pop up!

Keep looking, salvage titles are only worth looking at if you know what you are looking at (mechanically) and know the impact it will have on registration, insurance, etc...
also while your looking, start saving more! because the perfect bike might pop up for 3k in a few months. Just because you save up more money doesn't mean you have to spend it as well.
