I just did a look see at the 07's onthe HD website. The friction wheel is there. It's the black plastic star looking wheel that is just where your thumb would be when your hand is on the throttle.
Guess they are worried about beginning riders using them and getting into trouble or something.
I have seen some dealers that actually remove the star wheel before a bike is delivered (the wheel just 'screws' into an opening in the bottom on the housing)...

(No, I don't know anyone this has actually happened to.) It was showed to me by the salesman when I picked mine up during the walk through of the bike.
I use the 'friction star wheel' all the time, and have it set where there is enough friction to hold the throttle in it's set position when your remove your hand, but loose enough that you can still operate the throttle manually.
If you set it and just leave it with the appropriate amount of friction, is there anything internally that will wear after awhile with rolling the throttle on and off constantly??? I'm thinking setting it that way would also help my touchy throttle problem as well.

All it does is to put a little 'friction' on the housing so the throttle return spring won't 'snap' the throttle closed when you remove your hand.
Leaving the friction 'lock' set that way won't hurt anything, and it's also helping when warming up your bike. Instead of overuse of the choke (on carb'd bikes), just fire up your bike, open the throttle a bit, and let it warm up on it's own in 'fast idle mode'.
