37.8mpg...
So I知 averaging 37.8mpg on my 2016 (48) bike currently has 300miles on it. Is this normal?

Getting a little annoying putting 1.5g in the tank every 56miles. Wondering if a $575 dyno tune would be worth it.

Your FP3 optimizes for performance, so does a dyno tune. That generally means more fuel. If MPG is your priority, go back to the leaner OEM map.

I'm 5'-9", 145 lbs, and getting 20 km/L, which should work out to 47 mpg on a 1200 Iron. A few things come to mind:
Your size.
How aggressive you ride.
Tire pressure.
Maybe wait until the motor is broken in before looking at fuel economy.

I'm betting you didn't dyno tune it?
That FP3 is probably running a canned map, which is exceedingly rich and poorly optimized.

Try running a few autotune sessions on the FP3 and applying the values. That will mean a few tanks of gas. It could help. Might adapt to your riding style.

i get 36 mpg with spirited riding and 45-50 when being mindful of MPG

They tend to get a little better when broken in, but I can almost guarantee it's the FP3 map causing the problem. V&H canned maps are pretty much always super rich in the idle/cruise range.
