And occasionally tanks get swapped at dealerships for various reasons, and I'm sure any dealership would be happy to order you a new Forty Eight and a 4.5 gallon tank and have the tank mounted on the bike when you pick it up.
OP - The short answer is NO - you could not order a 48 with a large tank... However, its possible that the original owner also purchased a Harley brand replacement tank for a Custom or Low and had the dealership install before the original owner took possession.
Another possibility is that the bike is NOT a 48 at all - but rather a Sportster Custom because the wide front tire was used on those bikes in 2011. The 2011 Sportster custom came stock with the 4.5 gallon tank.

If that's the case the seller, at least in their mind, may be telling the truth.
I could easily see a buyer in a HD dealership looking at a 48 and saying I love the bike but I'd only buy one if it had a bigger fuel tank. Salesman says "Not a problem we can special order you one of those, will take a couple weeks to get in" Has buyer put down a deposit, non refundable of course, rolls the 48 from the showroom into the service center and orders a 4.5 gal tank. Two weeks later, after the tank has shown up and been installed on the bike, he calls up the buyer and says your bike is in.
The owner of the bike thinks he special ordered it from Harley, when all the dealer did was order a replacement tank (maybe a fuel pump too, I seem to recall they are different).
But anyhow we agree it's not likely to come from the MoCo with the big tank on it.
The kid across the street from me has a 2006 1200R with a 4.5 gal tank on it. Seems like a pretty decent set up.
That I would buy in a heart beat....
