If the dealer is leaving you hanging... give yourself a good v shaped notch where its cracked and run a root with 6010, then cap it with 7018. I've seen downtubes that were bent back with a torch, welding a crack in will be fine. If a crashbar is important to you then have it mounted and make sure it stays straight. Harley frames are good metal so they can take a weld, I've seen atv frames evaporate from welding as they are pretty cheap and thin metal. This isn't for the faint of heart though and if you ever plan to sell the bike I advise against it.
