I had my bike sitting over the winter, forgot to plug the tender in and it was completely dead. I recharged the battery and turned the key back on, all the lights come on. Heard the fuel pump come on. Put the kill switch in the run position, and hit the starter but nothing happens. Doing some more checks I find out that the blinker switch doesn't work on that side either so I think the entire module is bad on the right hand side. Has anybody else had this problem or can confirm/deny?
^^^^^^^ ^^^^^^^^^ Just because you have 12.5 Volts or higher does not mean you have the Amps. Battery is probably sulfated so there may not be enough Cold Cranking Amps (CCA) to run things.
I have lithium ion battery, fully charged now and two different chargers agree that it is healthy. Still no response from only right hand controls. Left blinker comes on and right blinker does not. All controls on left side respond, just not on the right side.

a charger will not load test just if it is charged and holds a charge load test you need a load tester
My apologies, rather important tidbit of information there. It's a 2016 roadster. I broke down and take it to the dealership, even though I hate other people working on my bike this electronic stuff is over my head when you start putting computer chips on it. The right hand control module code was thrown on the bike. I checked continuity all the way up into it and back, everything was good but the module itself so I guess I found the problem. Harley tech told me it was backordered until June 1st though so I guess I get a late start to riding season
Your bike has CAN bus not just a simple push switch making a connection but a command to the BCM for it to detect and respond.
That's what I imagined it was whenever I took the cover off and seeing it was a computer module instead of just a switchboard. That's what led me to post here, on my 91 it's a simple switchboard, clean it up hit it with a dielectric and ride for another few years before I have to do it again
