bike owners need to use the same common sense that the rest of the world uses.

If you take the bike in for service, make sure you get a written estimate of the work to be done. Make sure that it specifies what is going to be done.

When you pick up the bike, pay for what you agreed.

This isn't really that difficult.

And, build a relationship with whom ever works on your bike, then this will never be a problem.

Let's say you authorize a 10,000 mile service. If changing spark plugs is part of what the manufacturer considers part of the 10,000 mile service, you just authorized changing the plugs without realizing it. (Unless you knew what a 1,000 mile service included.)

Yeah Whaap has a point. But if I remember correctly you were taking it for the stumbling issue right? To have your rusty gas tank cleaned out again?
Save yourself some headache and maybe somemoney and call the local radiator shop and ask if they seal gas tanks. There are many around here that will doit for around $55 to 100 bucks. It's the same thing they would do for a leaking Automobile gas tank except just on the inside. And yes they do the same for tanks which are rusty.
By the way. THey should not be changing anything without your consent unless yousaid "whatever it takes fix it" and even then there should have been a phonecall to you asking for verbal consent.

no, they charged me for them and labor
Just out of curiosity, how much labor did they charge to change 2 spark plugs? I need a good laugh.
