Its wild to me how often this topic comes up. To me it's all about each situation. If you wave at me, I'll probably wave back unless I am in a corner or sitting still with a hand on the clutch. The again, depending on if I am deep in a thought or just kind of in my own headspace, then you might not get a wave back.

^^^^ Agree 100%. There are times I really need my clutch hand free for things like, idk, the clutch. I figure others have similar needs so I don't take it personally if I wave at someone and it's not reciprocated.
This aft. whilst riding I came across three-three wheelers in oncoming traffic, I waved, which was not responded to, wonder why? Are they a new exclusive group?
