hard to say, somtimes they can be , but usually there never the same as orig. you can get a new pair from most dealers around 50-60 bucks.
Turn front wheel oppsite the way the handlebars are out amd keep trying to turn them. if that don't work, loosen the bolts under the risers abit then move them and retighten them. just hold them steady when you tighten.

I think he means that the handlebars themselves are bent, rather than an alignment problem. If its the handlebars, its possible to lock them in a vise and use a pipe as leverage to get them back into shape. Depends upon where the bend is, and there is likelihood that the chrome will crumble. Replacement is the best bet.

The original post says that the handlebars were replaced so we have to assume at this point that they are not bent. I would go with Zimbobs suggestion of loosening the riser bolts first.

My buddy Focker's bike had this isue when we replaced his bars with drags....It was just a matter of loosening the riser bolts and jockying the bars around while he wassitting on the bike when we got them to where the looked really good I tightened them down for him. Easy as pie!
