I just put a box wrench on the nut underneath with a Phillips screwdriver on the screw on top and gave the wrench a twist. They come off pretty easy after that.
I can usually take em off with my fingers after the first initial twist with the wrench.

You may need to get a Phillips with a 90 degree bend in it (sears should carry this in the automotive tool section) or you can bend a cheap phillips using a vice and some heat (torch) to suit your needs.
Maybe it's different on a nightrain than a 1200 Sportster if that's what you are workin on?

Autozone has the 90 degree phillips and a 90 degree flathead. 2 different screwdrivers with 2 different sizes, all in one pack. Very cheap price. Hope this helps.

I was gonna say Autozone but I wasn't sure if they would carry it.

If you have a bike jack u can remove the bottom shock bolts an let the swing arm drop that will give you more room to get to the license plate bracket bolts

If you don't have or can't find a 90 degree driver, a stubby works good. I picked up a set of them a few years back and they're great for tight spots.

Here's what i did on both my 1200C and my Dyna low

Grip the heads with large needle nose pliers from the side while you use wrench from under fender.....They loosen right up.

Now the best part.....Toss the forward half of the bracket and keep the large part that the licence plate actually mounts to......Reattach the remaining bracket, lay a thick soft rag over the fender, install the plate, then bend the sucker forward and down until you get the angle you like.

Presto!, Free laydown license plate bracket.
