Disconnect it and make sure there are no vacuume lines going to it. DO NOT plug any lines unless it is a vacuume line. I have not messed with the smog on my sportster, but have on other bikes. Just be sure to start it and check for vacuume lines. There PROBABLY is not, but ALWAYS check since some bikes (kawi, honda etc) occasionaly do.
There is no periodic registration verification for motorcycle smog equipment in California...cars yes...motorcycles no. You could get cited if its modified, but enforcement varies, mostly not an issue unless the rideracts out. Opinions vary...

There are 3 lines to the canister. One, a vacuum line must be plugged, another to the A/C should be plugged, and the third should be disconnected from the canister end and left open.
