Click on "user CP", scroll down to "edit options" and click it, scroll down to "misc. options" select inhanced interface. This will give you the elusive "insert signature picture". Download your picture, save changes, go back into edit sig and hit the insert sig pic link. I had the same problem, so hopefully this helps.
