I wouldent plan on it being there. These things go out the door faster than a virgin on prom night. I do not want to burst your bubble but I dont want you to plan on it being there. BUT maybe you will get lucky. and for the question, I would say yes offer, then counter offer.

I just saw a "used" 2008 in the HD dealership in Wabash. It had the ape hangers, v&h short shots, and I think it had forward controls for under 9000. With all of the trade ins you might be able to pick up a low mileage 08 that has many of the upgrades you are looking for. For a "few" thousand less than your expecting to pay for an "nos" 08'.
No harm in trying the 8k offer. They are more willing to negotiate at the end of the month. If they counter higher, make an out the door offer, of what you can spend total. Then you wont get caught up in the add on fees they hit you with at the dealer.
I payed 9,000 for my 08 Vivid Black Nightster back in October. My boyfriend knows that finance manager at the dealeship, so I feel like I got a great deal, but I know they did not lose any money on the deal either. I would start with the 8,800 offer to give you room to move up to 9.
Now the 1 had laced wheels on both ends and the other had the alloy on the rear but had the security system,they changed that bike to the laced profile wheel (both now have profiles on both ends which is also an option for money)
