Can say from experience 11.5" Progressives will work on a 04 but unless are inseam challenged would recommend a little more .. I ended up going with 12.5"s a year later and sold my 11.5's fairly easily as they are in demand..

That's depends alot on the weight(s) of the rider/passenger, but 11.5" is safe with the stock rear tire unless the load is 250+ lbs, and you're talking about using something better than the junk HD shocks.
