You can get a TUV and DOT approved Springer front end (14 degree additional rake for a total of 44 degrees) that is engineered to work with your stock frame and neck geometry. The "kit" adds rake to both the neck angle and the tree angle, which offset each other so you end up keeping the stock trail dimension. You can't really add rake to just the neck or tree alone, or your 'trail' could be increased, or decreased to the point high speed stability and handling could become dangerous.
Anyway, complete Springer kits aren't cheap, and cost about $2,600 for everything needed in one complete package.
Of course, if you go with a "complete ground up chopper" you could be talking somewhere in the $10,000+ range.
