Air filter cover?

Air filter cover?
Right guys I need ya help I have on my 09 sportster this air filter cover:
I believe it shows screaming eagle on the side, I know sod all about air filters, covers, air intake etc but due to not having any service history for this bike I no nothing about what's been done,
Is this an after sales extra? Has this been changed for a better filter? How can I tell?
Is it better than a hyper charger, I have this wrinkle black hyper-charger from a previous bike which I think would look great on it:
It's just the cover, would need to get insides for it, how easy is it to fit on a sportster? Is it any good?*

The air cleaner cover is stock. When you buy an SE A/C breather kit,it comes with that "Screamin Eagle" insert piece that you see a long with a solid back plate and better CFM air filter. I've taken a part some hyper chargers that let sand sand and other debris through. The SE kits that Harley has is a better product IMHO.
