Tachometer Error

My brother in laws 92 XLH1200 tach needle goes up to 6000 when you turn the key on. it there a way to reset something?

Does it come back to zero before you start or back to whatever the bike idles at when the bike is started or does it just jump up there and stay no mater if running or not?
