I bought a used sissy bar for my 06 sportster, rigid mount, but it did not come with any bolts for the fender/support. Should it have, or am I supposed to use what's on there?
The guy (on this forum) who sold it to me said no additional hardware was needed. but the rear-most factory bolt comes just short. The bolt toward the front goes through with sideplate mounted and screws in. Thanks for any help.

Any idea what the model number for the bracket is? If it's HD Genuine, then it'd be 53925-04. According to this installation information, you're missing some hardware.
I'd recommend either A. going to the dealer to order these parts (4783 and 4187) or B. going to your local hardware store and buying generic bolts. I had a similar issue when I bought a sissy bar online, and had to use some generic hardware from the store. I got some black Torx bolts, that in my opinion look much better than the original hardware.
